Introduction: HIMS is procured by various government agencies and PSUs in India for managing centralized information systems in the healthcare units. This system is procured by a tendering process across various states. Tenders are published not only for implementing HIMS, but also for providing other facilities for HIMS implementation like LAN setup, internet connection, and other hardwares for implementing HIMS. In the healthcare sector, other than HIMS tenders, a significant number of tenders are also published for procuring OPD registration services to enhance the health care management systems.
Yearly analysis: This study analyzes the procurement of HIMS tenders during the last year (March 2023 – March 2024). A total of 194 tenders were published by various government agencies across various states in India. Among these total tenders, departments in health sectors like medical and health, health and family welfare department, and directorate of health services were the top three ranking states. For instance, Medical and Health in Rajasthan issues a tender for construction work of BPHU, laboratory and HMIS at CHC Nachana.
State-wise Distribution of HIMS Tenders in India: Among these total tenders Rajasthan, Delhi and Uttar Pradesh were the top three key buyer states. The government agencies in Rajasthan advertised 45 tenders to procure and implement HIMS systems. For example, Government Medical College in Kota published a tender for HMIS and tele consultation. Whereas government agencies in Delhi like Telecommunications Consultants India Limited in Delhi issued a tender for selection of back-end partner for health information management system (HIMS) for Delhi based clients.
Also, government agencies in other states like National Thermal Power Corporation Limited in Uttar Pradesh advertised a tender for supply, installation, commissioning, implementation, operation & maintenance of HMIS systems for NTPC hospitals. The Health and Welfare Department in Gujarat issued a tender for implementing a centralized hospital information management system portal.
Procurement Analysis of OPD and IPD Registration Services: Apart from HIMS tenders, government agencies also advertise a significant number of tenders for procuring OPD and IPD registration services across various states in India. Majority of OPD registration tenders were published by various departments like directorate of health service and health and family welfare department. For example, the Health and Family Welfare Department in Delhi issued a tender for procuring healthcare computerized OPD and IPD casualty registration services. Similarly Directorate of Health Services in Madhya Pradesh issued a tender for procuring OPD/IPD registration work.
HIMS Implementation in Indian Railways: Around 14 tenders were issued by the railways department for implementing HIMS at its various health care units.For instance, central railways in Maharashtra published a tender for implementation of hospital management information system in various health care units like DRH Solapur, 2 SDRH at Kurduwadi & Daund, 2 Health units at Ahmednagar & Pandharpur, 1 Polyclinic at Wadi and 1 Lock up Dispensary at Puntamba. North central railways in Uttar Pradesh advertised a tender for implementation of HMIS with LAN networking in central hospital Jhansi and its associated 9 health units. Similarly, South central railways in Jharkhand issued a tender for commissioning of hospital management information systems at the three health units in Sini, Rourkela.
Diversification of HIMS Procurement Across Various Government Departments: HIMS is not only procured by the health care sector, but also it is procured by various other departments for implementing HIMS in its health units. For instance, Indian Telephone Industries Limited in Delhi issued a tender for selection of consortium partners for implementation of integrated health management system 2.0 (iHMS 2.0). Indian Telephone Industries Limited in Tamil Nadu published a tender for selection of business associates for design, development, integration, deployment implementation and maintenance of web-based hospital information management system. Indian Institute of Technology Madras in Tamil Nadu issued a tender for hiring of a service provider for HIMS. Similarly, Goa Medical College and Hospital issued a tender for procuring HIMS services.
Tender Analysis for Software and Hardware Procurement in HIMS Implementation: Government agencies advertise tenders for also procuring software and hardwares for implementing HIMS. For instance, Medical and Health in Rajasthan issued a tender for supply of IT hardware, software etc for intervention on hospital management information systems and tele consultations. Similarly, H.P. State Electronics Development Corp. Ltd in Himachal Pradesh advertised a tender for procurement of hardware for implementation of web based Hospital Management Information System (HMIS) in 53 hospitals.
Procurement of LAN/Internet connections for HIMS: Government agencies published tenders for procuring various other facilities like LAN/Railnet or internet connections for implementing HIMS. For example, Northern Railway in Punjab issued a tender provision of LAN and railnet/internet connectivity for implementation of HMIS at Divisional hospital. RSRDCC-GM in Rajasthan issued a tender for SITC of LAN, CCTV, digital communication and fire detection works in the new hospital building at Sawai Madhopur.
Estimation value: Though estimation value is not mentioned for many tenders, here are a few tenders that were published with estimation cost ranges from 3 lakh to 40 crore. For instance, MD, RISL in Rajasthan issued a tender for implementation of integrated health management system 2.0 with an estimation of 35 crore. Whereas North Central Railway in Uttar Pradesh issued a tender with an estimation cost of 5.22 lakh for implementation of HIMS systems over Agra Division. Whereas, another tenders was published with an estimation value of 75 lakh by the Jawaharlal Institute of Postgraduate Medical Education and Research in Puducherry for procuring an agency for providing web-based hospital information management system (HIMS).
Live analysis:
As of 11th April 2024, there are 8 live tenders for implementing HIMS across various states in India. Among these tenders, Madhya Pradesh leads with 3 tenders which is 38% of the total, followed by Delhi with 2 tenders and Gujarat, West Bengal, and Rajasthan issued 1 tender each.
Conclusion: Tenders for implementing HIMS in the health care unit were published by various government agencies. While majority of the tender were procured by the health sector, other government agencies like Indian Telephone Industries Limited, Railways, and National Thermal Power Corporation Limited were also issued HIMS tenders. The above analysis shows the significant demand for the HIMS and OPD registration services in India. The firms which are providing these services are recommended to actively monitor and participate in the relevant tenders to grab the future business opportunities.
